I get an error for the following Youtube video. However, I am able to view it in a browser.

This bug report makes no sense. It works if I just do

youtube-dl -l --format=18


which is the actual url. As you point out, the url I posted is not a valid
url. I have no idea what I was doing yesterday. I really shouldn't submit
bugs reports in the middle of the night. I was probably half asleep. Sorry
for the noise

BTW, not sure what you mean by the video ID.
