I can no longer build a certain internal document. I’ve tried to
trim it down to as much as possible.

Running pdflatex betriebshandbuch.tex yields now:

it had to do with minipages.

New graphics-def package has been uploaded today to CTAN and TeX Live,
and the next checkout will fix this problem.

at work ASAP; unfortunately, other things happened, but with today=E2=80=99=
s
sid upgrade, your MWE works.

Unfortunately, there is now another problem much earlier in the
same document, which means I cannot easily verify this fix, but
I reported this as #866116 separately.
